To create a stencil like the one above good tools and effects to use are; Desaturation, Levels, Brightness & Contrast, and the Graphic Pen or Stamp Filters. I have found that the key issue with creating stencils from photos is the suitability of the original image. You will probably need to try the different effects above in different orders and strengths until you achieve the look you are after. Differing from the video I would use the paintbrush only towards the end of the process to neaten edges and change specific areas.

This video shows how to create a great winter effect in photshop. Perfect for fashion and photography as shown. An extra tip would be; when re-sizing individual layers (select layer and CTRL T/ Apple T on a layer) it is best to keep the shift button pressed when changing the scale of the layer to keep the elements in proportion.

Excellent & easy to follow tutorial of how to mask parts of a photo and add or change the colour. Try adding subtle colour to the eyes and lips of a black and white portrait to create a striking effect.

To create this Marker Pen effect, use a relatively large size brush for the area you are colouring in and take the hardness of the brush down to about 70% and opacity to about 60%. The line drawing will ideally have a transparent background and be kept as the top layer throughout. Colour each shade on a seperate layer and erase the excess. To perfect the shading use the layer opacity controls and also layer effects (colour overlay) to change colours completely. Marker Pen sketching is a quick art so the best sketches will always have areas that are not perfect with some shading missing or crossing the lines.
